NEEDS TO BACKUP YOUR COMPUTER'S POWER ------------
There are several needs to Back-Up in case of Utility Power failure ...
1. prevent physical damage that might result from an undiciplined outage, e.g. fried motherboard, burned out power supply.
2. prevent data loss that might result from programs' being terminated prior to proper saving of the data file.

The most usual way to back up the power is with a commercial battery-powered UNinterruptable Power Supply (a.k.a. UPS) such as from A.P.C.
Most models include formibable transient protection and some also include that for telephone lines. Many models include a "Master" concept to shutdown ancillary gear when the computer is turned off.
Once such a device is installed and connected, then it is advisable to test it occasionally by disconnecting it from the utility power and verifying that the desired actions are actually realized.
HOWEVER, even after the results of tests are satisfactory, the results in the real world of an actual utility outage might NOT be as expected. The UNexpected/UNsatisfactory results in a REAL situation of mine are outlined in A_NOTE_TO THE_VENDOR
The first response received was from a 3-rd world support center and offered wisdomless words from a cook book describing how to set up the device; it was virtually as useful as telling me to remove the stems from grapes prior to eating them.
If ever there is a good outcome, then this item may be updated.

Well, there is an opinion/guess which amounts to an UNsatisfactory conclusion --
If the utility power voltage might slowly decrease,
  then the PC's power supply might kick-out at a voltage(V2)
              while the UPS might kick-in at a lower voltage(V1)
    resulting in a VERY UNDESIRABLE CATISTROPHIC POWER OUTAGE to the SUPPOSEDLY PROTECTED computer system.
This difference(V2-V1) is technically known as "The BLACK HOLE of EXPOSURE,"
  for which a test is not easily conducted.
Some of the aternatives are ...
   .- obtain some easy test gear
   .- get a higher quality UPS
   .- place a voltage stabilizer between the UPS and the PC;   (something like)    (no endorsement expressed or implied)
